This is because y is effectively x plus some noise; if you have a low (randomly-generated) test score then you are more likely to have a high (randomly-generated) self-evaluation simply because there are more numbers to choose from above; and vice versa.
That implies that it's not obvious that there's an effect which is specific to human psychology: since you can get the effect with random numbers, it just comes down to "pick a random number between 0 and 100" being more frequently above low numbers and more frequently below high numbers.
It also happens to be the case that when you remove the correlation, by separating actual test score from perceived ability on test score (e.g. by using two different tests), the Dunning-Kruger effect disappears. In other words, the effect is purely a result of correlation between x and y axes.
So the Dunning-Kruger effect doesn't exist, and Dunning and Kruger used an invalid test method to generate data which led them to a false conclusion because it was correlated with itself.
